Second Deputy Commandant of the Hellenic Coast Guard Vice Admiral HCG Efstratios DRAKOULIS

Vice Admiral HCG Efstratios Drakoulis was born in Athens in 1973.

He graduated from the Merchant Marine Academy of Aspropyrgos, Department of Deck Officers, and holds a Master’s Degree (MSc) in “Integrated Coastal Zone Management" from the Department of Marine Sciences of the University of the Aegean.

In 1997, he was admitted to the Hellenic Coast Guard Officers’ Academy, from which he graduated in 1998 with the rank of Ensign.

Pursuing a career as an HCG Officer, he has held a wide range of positions within both the Central and Regional Services of the Hellenic Coast Guard.

He has served as Commanding Officer of patrol vessels under the jurisdiction of the Port Authority of Mytilene, as well as he held the position of Harbour Master at the Port Authorities of Milos and Corinth.

Vice Admiral Drakoulis has held numerous prominent staff appointments at the Hellenic Coast Guard Headquarters. These include Section Head within the Safe Navigation Department and the Organization And Ships’ Inspections Supervision Department at the Navigation Safety Directorate, Section Head within the Port State Control and International Cooperation Department at the Ship Control Directorate, as well as within the Equipment Inspections Department at the Ship Inspection Directorate. He was also appointed Director in the Ship Inspection Directorate and Assistant Director of the Ship Control Sector.

In April 2025, he was promoted to Rear Admiral (HCG) and assumed the position of Director of the Ship Control Sector.

On April 2, 2026, by decision of the Supreme Council for Judgments of the Hellenic Coast Guard, he was promoted to Vice Admiral (HCG) and was selected as Second Deputy Commandant of the Hellenic Coast Guard.

Throughout his career, he has completed a broad array of specialized training courses and seminars on the implementation of international Conventions and maritime safety issues, including the International Safety Management (ISM) Code, the STCW Convention, the International Ship and Port Facility Security (ISPS) Code, as well as multiple training programs organized by EMSA and HELMEPA.

He has significant experience in ship inspections as a certified Port State Control Officer, Flag State Inspector, and Inspector of international Conventions and Codes such as the Maritime Labour Convention (MLC), the ISM Code and the ISPS Code.

He has also specialized and extensive experience in inspections of passenger ships within the framework of European Directive 2017/2110.

He has been the recipient of all honors, medals, and commendations appropriate to his rank and service.

Vice Admiral Drakoulis speaks the English language.

He is married and the father of three daughters.
